But maybe I’m wrong about who Rand’s 2016 base is. I think when he first started making noise about running for president he planned to build a coalition of conservatives and libertarians and to try his luck against the establishment that way.

Sure he is.  As long as they vote for him.

Has Rand Paul ever articulated even an outline of a platform, or is his only principle the driving urge to be elected President?

Politicians with that sort of ‘fire in the belly” usually end up causing American grievous indigestion.
