Alito recused, while Scalia and Thomas were the two dissenters, emphases mine:

Too many important decisions of the Federal Government are made nowadays by unelected agency officials exercising broad lawmaking authority, rather than by the people’s representatives in Congress.

Of course, nothing is stopping Congress from rewriting the Clean Air Act to limit the authority of the EPA.  Well, nothing except the malignancy of the Democrat majority in the Senate, and the global warming lunacy from the mad man in the White House who has a phone and a pen – a veto pen.
