This conclusion should hardly surprise anyone. The Senate Select Committee on Intelligence report states the same thing, although the committee unsurprisingly left that as an implication than an explicit condemnation.
This only seems clueless if you assume that this outcome isn’t exactly what Obama is trying to achieve.
